The index below contains valuable information and links to help Lone Star College System staff negotiate, prepare and maintain legal and effective contracts. Every employee participating in District contracting is obligated to be familiar with this information and the District's policies and procedures. In order to facilitate the process of reviewing contracts, the Office of General Counsel has designed guidelines and forms to help the employee prepare contracts for signature by the Location Executive Officer (Presidents and Vice Chancellors), and identify and prepare contracts to be signed by the Chancellor or the Board of Trustees.
Certain contracts MUST be approved and signed by the Board of Trustees. Contracts of this nature must come to the Office of General Counsel for approval and review PRIOR to presentation to the Board of Trustees:
- Employment contracts, including reimbursements for training, confidentiality agreements, or forms for extra service employment;
- Leases, purchases, or sale of real property;
- All contracts with a term exceeding one year, except agreements fitting the description of "educational agreements";
- Contracts committing the District to expend more than $25,000 in a rolling twelve month period;
- Contracts involving the sale of intellectual property or technology transfer owned by the District; or,
- Interlocal agreements (agreements between governing boards).
