PURPOSE AND SCOPE:
Provides executive-level vision, innovation, and leadership for the administration, direction. Planning and management of a district-wide comprehensive Human Resources program, including employee recruitment and selection, diversity initiatives, compensation, employee benefits, payroll, employee training and professional development, collaborative policy development, employee relations, the Human Resources information system and records. This position will lead the development of system-wide programs, policies and diversity initiatives to recruit and retain outstanding staff; provides highly complex administrative support to the Chancellor and the District. Collaborates with the executive team as well as internal constituent groups to further the vision of the organization as it responds to the changing needs of the community.
ESSENTIAL JOB FUNCTIONS:
- Supervises managers and staff in the areas of: employee services, compensation, employee benefits, diversity, civil rights compliance, employee training and organizational development.
- Provides system level leadership which facilitates the development of programs and policies designed to recruit and retain outstanding staff.
- Provides direction to develop organizational, leadership and diversity initiatives which promote a culture of professional excellence and accountability.
- Advises the executive team on human resource issues.
- Works collaboratively with other executives as well as constituent groups to further the vision of the organization.
- Leads the strategic human resource planning process to identify emerging trends which may impact the organization.
- Demonstrates a commitment to workforce diversity through proven results in recruitment, selection and development endeavors.
- Directs the policy development through collaboration with District-wide councils, faculty senates, and a benefits advisory council.
- Oversees and coordinates District-wide Human Resource responsibilities.
- Represents District interests to the community and external organizations.
- Directs the administration of policies, practices, and systems of internal control necessary to comply with federal, state and other legal reporting requirements.
- Coordinates the development of appropriate data collection and reporting procedures to ensure adequate information is available for Human Resource planning.
- Seeks to create an environment hospitable to individual employees and employee group representatives.

KNOWLEDGE, SKILLS, EXPERIENCE:
Required:
- Seven years demonstrated effective leadership and administration in the management of a major human resources function in a complex organization, or an equivalent combination of education and experience.
- Extensive knowledge of the human resources field.
- Thorough knowledge of utilizing effective business practices and policies to enhance human resources programs; ability to communicate effectively.
- Ability to establish and maintain effective working relationships with a variety of individuals and groups which require skills in the use of collaboration, conflict resolution, problem solving, strategy and management.
- Ability to establish credibility and be decisive, but able to recognize and support the organization's preferences and priorities.
- Results and people oriented, but have sound judgment, ability to balance other business considerations.
- Job requires PC literacy, ability to learn and use an integrated data system, and conceptual understanding of HRIS.
- Knowledge of: current principles, practices, and trends in leadership, organizational development and management as they apply to human resources administration, federal laws, codes and regulations covering personnel areas for higher educational institutions or other large public employers; trends and developments in the technology area which have District-wide implications.
- Ability to: facilitate cooperation through discussion and consensus-building; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of organizational goals; implement organizational/reorganizational policy to affect a functional administrative delivery system; identify and respond to public issues and concerns.
- Ability to: provide leadership in the areas of integrity and ethics in order to implement institutional goals; communicate effectively orally and in writing.
Establish cooperative working relationships in the course of performing assigned duties.
Preferred:
- Masters degree in Human Resources or related field.
EQUIPMENT USED:
Standard office equipment used with Microsoft Office products.
CONTACTS:
Collaborative relationships include working with executive team members (presidents and vice chancellors), senior level administrators at the colleges, and employee group representatives as well as external governmental, regulatory and agency representatives.
COMPLEXITY/EFFORT:
The Associate Vice Chancellor of Human Resources directs and oversees the system-wide human resource responsibilities for the District and facilitates solutions to major conceptual issues with District-wide impact, including policy and direction changes.
WORKING CONDITIONS:
Work is generally performed in an office setting.
