PURPOSE AND SCOPE:
To provide leadership, and coordination of district wide workforce development and education initiatives. In addition, this position will work closely with the colleges and community in support of the following strategic initiatives, establish the value of workforce development programs within Lone Star College System, expand business and industry partnerships with Lone Star College System, and create program development strategies based on workforce needs.
ESSENTIAL JOB FUNCTIONS:
- Work closely with the appropriate administrators, faculty and staff on implementing Workforce Development initiatives.
- Coordinate Workforce training program development for the District.
- Serve as District liaison to college deans and vice presidents charged with workforce development responsibilities.
- Develop, oversee and assess District annual operating plan for workforce development, addressing resource development, marketing, and implementation of workforce education programs.
- Coordinate with appropriate college, district and community members.
- Develop professional relationships with, and represent Lone Star College System to, chambers of commerce, professional associations, area businesses, economic development professionals, state and national organizations and other potential customers of workforce development programs in order to identify workforce development needs and develop partnerships.
- Coordinate federal, state and private foundation workforce development grants development to ensure the District maximizes funds received, and that the goals of the resource development portion of the annual operating plan are realized.
- Conduct annual assessment of workforce programs, using program review results, THECB reports, enrollment data, etc.
- Attend program advisory committee meetings and other related curricular related meetings and activities when appropriate.
- Assist the Executive Vice Chancellor in specific projects and assignments.
- Assist Executive Vice Chancellor in specific projects and assignments and tasks of the Office of Education, Student, and Community Development.
KNOWLEDGE, SKILLS, EXPERIENCE:
Required:
- Master’s degree in related field.
- An understanding of the mission of the community college, and the role that workforce education plays in that mission.
- Significant administrative experience that includes the development of training and education partnerships, the development, implementation and assessment of workforce education programs, and development and implementation of strategic planning.
- Possess excellent communication and interpersonal skills.
- Ability to pull teams together to meet goals.
- Knowledge of and experience with curriculum development and revision processes, workforce education, program development and program evaluation.
- Ability to perform a wide variety of projects simultaneously.
- Negotiation skills.
- Ability to develop and manage budgets.
- Ability to communicate vision and motivate people to implement vision.
- Proven involvement with community and civic agencies and organizations.
- Proven skills in problem solving and team building.
- Highly self-motivated.

CONTACTS:
Internal - The Associate Vice Chancellor will work with all Workforce Curriculum Facilitators (Instructional Deans), Curriculum Teams, special committees and task forces, instructional vice presidents, and chief student services officers at each of the colleges, District articulation representatives, Vice Presidents and Deans of Continuing Education, and other college and district staff to develop workforce education programs and services.
External - The individual will need to work with chambers, professional associations, vendors, colleagues in other colleges and universities, school district administrators and faculty, accrediting agencies, and program advisory committee members as appropriate.
COMPLEXITY/EFFORT:
This position is critical in providing the coordination for creating recognition of Lone Star College System as the provider of choice for workforce training and education.
WORKING CONDITIONS:
The work is performed in a climate controlled office environment with minimal exposure to safety hazards. Travel to the Lone Star College System locations and to external meeting locations will be required.
