PURPOSE AND SCOPE:
Responsible for implementing and maintaining HR technical programs including SkillsNet system, Web page and Computerized Training Tracking programs. Reviews and analyzes new and replacement job descriptions to ensure compliance with current classifications. Administers SkillsNet level I/III programs to ensure job descriptions are entered into system and each individual position has documented task identification as well as Skills/Knowledge/Ability documentation. Administers SkillsNet computer system, including assigning passwords and setting up individuals, subject matter experts and supervisors.
ESSENTIAL JOB FUNCTIONS:
- Review new/replacement job descriptions to ensure consistent with posted positions.
- Post new(approved) descriptions on web.
- Identify general work activities for each position.
- Work with HR Managers/Trainers to identify Skill Objects and associated tools and knowledge.
- Assist HR Managers/Trainers to prepare survey tools for employees to create development plans.
- Create and implement HR website.
- Maintain HR Website.
- Update Training Tracking program.
- Train and act as SME for all HR desktop applications.
KNOWLEDGE, SKILLS, EXPERIENCE:
Required:
- Two plus years experience in HR Systems/Web.
- Demonstrated ability to learn new computer systems and tools.
- Skills in written communication, language and numbers.
- Ability to summarize and report on data.
- Both fiscal and customer focus.
Preferred:
- AA degree in business or HR preferred; related work experience may be substituted.
- Excellent MS office skills including Excel, PowerPoint, Word, and Access skills.
- Prior knowledge of Colleague system.
EQUIPMENT USED:
PC workstation running on a LAN in a Microsoft Windows environment, word processing programs, Excel, calculator, phone and other general office equipment as required.
CONTACTS:
Internal - Managers, employees and HR to exchange information, provide service and/or resolve problems. Contact with finance, payroll, audit and administrative services, business services areas.
External - Contatct with market survey peers as well as local, state and federal agencies to provide or request information.
COMPLEXITY/EFFORT:
Work is moderately complex requiring general knowledge of organizational structure and purpose, mathematical ability, analytical skills and the ability to communicate effectively with all levels of employees.
WORKING CONDITIONS:
Work is performed in a climate controlled office environment, readily accessible to the public.
