Analyst I, HR Budget/Positions

JOB TITLE: Analyst I, HR Budget/Positions FLSA: Non-Exempt
LOCATION: System Office GRADE: B23
REPORTS TO: Director, Compensation & Compliance

PURPOSE AND SCOPE:

Responsible for developing and maintaining a district wide position control system and process to track and report compliance with compensation system and budget. Reviews and analyzes new and replacement positions to ensure compliance with district policies and practices. Compiles and reports internal and external compensation data. Assists staff and managers on writing position descriptions for approval.

ESSENTIAL JOB FUNCTIONS:

  • Input compensation and position data from budget into position control documents.
  • Coordinate input of budget data into individual records.
  • Reconcile/audit employee compensation data against budget and individual records.
  • Review position requisitions against budget, job descriptions and compensation systems.
  • Post and report on position changes and budget impact.
  • Compile and report data on total compensation by group and individual.
  • Research and analyze payroll data to ensure compliance with policy and regulations.
  • Complete market surveys and compile compensation data.
  • Provide standard and ad hoc reports on internal and external compensation information.
  • Audit and report on benefit and burden costs (overtime/comp time/benefit).
  • Track and report budget impact of HR programs such as early retirement, off cycle increases (promo/reorganizations) and annual adjustments.
  • Assist managers and/or employees on completing/revising position descriptions.

KNOWLEDGE, SKILLS, EXPERIENCE:

Required:

  • Two plus years experience in financial analysis, financial reporting and spreadsheet management. 
  • Skills in written communication, language and numbers required.
  • Ability to summarize and report on data.
  • Both fiscal and customer focus.

Preferred:

  • AA degree in business or HR preferred, related work experience may be substituted.
  • Excellent MS office skills including Excel, PowerPoint, Word, and Access skills.
  • Prior knowledge of Colleague system preferred.

EQUIPMENT USED:

PC workstation running on a LAN in a Microsoft Windows environment, word processing programs, Excel, calculator, phone and other general office equipment as required.

CONTACTS:

Internal -  Managers, employees, and HR to exchange information, provide service and/or resolve problems. Contact with finance, payroll, audit and administrative services, business services areas.

External - Contact with market survey peers as well as local, state, and federal agencies to provide or request information.

COMPLEXITY/EFFORT:

Work is moderately complex requiring general knowledge of organizational structure and purpose, mathematical ability, analytical skills and the ability to communicate effectively with all levels of employees.

WORKING CONDITIONS:

Work is performed in a climate controlled office environment, readily accessible to the public.

  • Performing Administrative Activities - Performing day-to-day administrative tasks such as maintaining information files and processing paperwork.
